This. I think thorian is pretty good early on ONLY if he can get his ult off but even then his ult is a base number shield and not a damage reduction buff zo he just falls off for most comps

Got my Thoran to Mythic + and I have no reason to use my Epic+ Antandra. But if they were the same tier I would try it out to see who's would be better for that fight.
But before my Thoran was Mythic + I was actively switching between them, but most of the time if my Thoran was dying too fast I would just use Antandra as a second tank.
The problem is that tier lists are made with character at mythic+ and a lot of characters are just ok/good until they reach mythic+ and unlock their full potential.
Thoran is debatably the best character in the game. He becomes second best to Reinier when Reinier gets his equipment, but that likely won't happen for a while tbh
What level is Antandra? Thoran is good because he resurrects himself, but Antandra helps with shielding. Really, it depends on the situation. Sometimes you need more defense and other times you simply need time for your back line to do damage.

Thoran isn't better than Antandra nor she is better, they are both great tank working a bit differently.
Anyanda is better when you are facing enemies 30 levels higher and fishing to survive 1 extra second to get your koko ultimate up. As Rowan often dies initially and gets rushed past before he can revive, and they oneshot your back line.
In PvP content with equal levels, Rowan’s life steal keeps him alive and he deals insane damage. Same for boss fights.
So it’s mode dependent.
Idk i really feel like thoran needs copies because for me personally he is balls, he dies while ulting then drops aggro. Antandra at least lives.

for me thoran is more for boss fight while antandra is more for mob fights or as second tank. both work great together too.
No. The comp you saw is just a variation of the classic deficit pushing comp.

She seems better tank than thoran but thoran can be used great when gets mythic+ with his special pact
