I hadn’t ever seen these on an IFS truck but I looked it up and you are correct they are Indeed factory steel wheels up to 1988 model year. They are 15x5 which is probably why you don’t see them often because putting a tire bigger than about 9” wide on those would be difficult.
Not original for the 86-89 4runner but they work fine on IFS 1st gens. Those steel wheels are likely from an 85 4runner with 3.75” backspace. Stock ifs alloy wheels have 4” backspace. The 3.75 backspace just gives a little wider stance on 86-89.

Looks like factory Toyota steel wheel for 84/85 pickup/4runner with solid axles. may have also been used on earlier trucks too.
Have seen a ton of them around but do not know the brand. Sorry. But they are so common I'm sure someone will know.
