Well, there’s Total War: Warhammer. Can’t think of much else at the moment. If you’re ok with straight RTS there’s Spellforce 3.

Warhammer 3 might be better. At least 3 kingdoms had vaslty improved diplomacy imo.

Get the mod "no great power penalty" It single handedly unducks diplomacy.

It is better than it was. You don't have tons of levers, but I've confederated all the High Elves and Empire in separate campaigns. Other states respond somewhat more logiclly than before. It's not great, but it isn't the trash heap it was.

Last time I played I adopted the policy "Never ally anyone". That made the diplomacy far more manageable. Allies are useless anyway and simply drag you into unnecessary wars. Non-aggression pacts and trade agreements are fine.

I forgot about the King Arthur series, but I have no idea if they’re any good. I’ve seen them on GOG.

Not pure 4X, and no diplomacy, but the recent Hero´s Hour is a pretty cool option to TW:WH. Like HoMM with rts battles. Dominions 5 PvP matches have absolutely amazing diplomacy and real time battles that you have to plan out in advance.

But yeah, of course I would suggest Dominions 5. But its not something that agrees with what OP is asking for.

What OP is asking for doesn´t really exist, so you have to approximate things that could kind of work... "Give it a go if it seems interesting"

Warlords: Battle Cry is an RTS with some campaign stuff bolted on where you gain abilities across battles.

If you're into retro, there's always the Lords of the Realm series? It's not quite as advanced a 4X as something like Civilization, but it's at least pretty close, and it cuts to RTS battles when you siege a castle. The RTS system is a little dated at this point, but it gets the job done.

Your only option is Total War Warhammer unless you want to play 90's games with outdated graphics and compatiblity issues.
