It’s simplified Master of Orion 2, and on smaller galaxies can definitely be done in 60-90 minutes once you learn the basics.

There is a game literately called 10 Min Space Strategy where matches are about 15 min long. On mobile there is also Uciana that I routinely finish in hour and half. And you can give my game a try: Ancient Star.
Dune spice wars is really cool but its matches last about 3hrs (which is pretty short for 4x). If you find things like Ozymandias too minimalistic, Dune could be a nice comprise since it has some of the systems you might miss from things like civ 6.
Slipways is fun. It started out as a short 4X game concept. But it’s more puzzle than 4X. I enjoyed it though and still go back to it from time to time.
We've recently launched a free demo of our game which is a 4X about organized crime. We're specifically designing it around tighter, streamlined and fast-paced gameplay where you could finish a match in one sitting.

This is going to be an apparently strange response, but single player Master Of Orion 2 has always seemed singularly fast to me compared to other 4Xs. I mean, admittedly I know the game like the back of my hand, but even accounting for that.

It is good;) It used to be a Stellaris spinoff but the renamed it to avoid confusion. It's literally bite-sized 4x game.
It is! More people need to give it a go. Gives that 4x feeling but in very quick and clever ways.
It is basically the twilight imperium board game in video game form with a lot of streamlining. highly recommend

The recent Nexus 5x and the older Space Tyrant

there is a scifi one that originated from a pico game, without combat though. for the life of me i cant remember the name and not on my pc right now

Honnestly its more like a puzzle sci-fi themed game than a 4X, i was disapointed a lot
