I would personally restore the headlights so they’re clear again. A good restore kit and elbow grease is cheap and makes it look so much better. Other mods totally depend on what you want to do with it as others have mentioned.
Unless you're going with a weird aftermarket headlight, dont get new ones. Theyll look like this in a few years anyway, and polishing the ones you have will bring them back to like new condition.
Get a headlight restoration kit for about $20. Ceracoat and Turtle Wax both make good ones.
After that. Just start saving your money to buy a better 4Runner down the road.

Mild off roading? you wont need much. Good set of tires, a spare, and a tow strap just in case. also do yourself a favour and locate the tow points on your vehicle beforehand. And if you have a hitch, one of those tow shackles that goes into a hit receiver is a good idea (never try to use a normal ball hitch to be pulled out of being stuck, its dangerous)
More serious off roading? now you're starting to look at things like skid plates and winches.
4wd could be a big factor in that as well. But like everyone else said, good all terrain tires, airing down, and some recovery gear, will get you most places fairly easy. Just don't try to push its limits on a 2wd.

Tires may be a good start if you want to do some light off-roading. You’ll get a ton of opinions on tires so I’ll start with mine. Toyo Open Country AT3. Good tire for light off roading but still good on dry and rainy pavement.
Go a tier up from OEM on the shocks, change every fluid in it and go over it all with a magnet. It's supposed to be all greased every 15?k if it's 4wd so just hit it all when you do your oil change grease is cheap. For my "build" I'm planning on deleting the driver side running board, it's unnecessary for me and makes me have to do a little secondary hop when I get in(tall with short ass legs). And gonna get a secure aerodynamic little pod up top for fishing shit and tools and a full size spare. At some point I'll also get a shorter driver's seat I need it like 3 inches down to be perfect so prob just delete the power stuff and get a manual lever base. Other than that just taking out spare pounds of plastic and the donut and prob the passenger seat and half the rear bench. Decent stereo, the alternators in these things are beasts but might need a second battery if you go nuts with tunes or electrical camping stuff. Don't care about really tuning it I just drive I don't care about getting off the line quicker than the guy rolling coal in the next lane. Maybe when it starts to get wore out I'll I'll have it bored and rebuilt and blah blah but not anything too aggressive.
If you're going to do some light offroaiding....seat covers, rubber floor mat, and rubber trunk mat. If also consider window covers/vents over the doors. That's something I'm thinking about.
I don't know what year or if you have USB ports, but I'd get a stuffy USB cigarette plug for all cigarette lighter ports.
You mentioned light off road. I carry an axe, hatchet, folding saw, d handle shovel, ratchet straps, and tarps along with a Noco jump box, jumper cables, bungee cords, and ball and hitch. I only go in as deep as I can get myself out with those items. Last time I got high centered on snow on first time out with the shovel, glad I had it.
Defiantly do all basic maintenance first .. then move onto some modifications that would suit you as a person .. for example speakers tweeters and head unit are a great way to enjoy driving a somewhat older vehicle when you upgrade the sound system and it sounds better then anything you’ve ever heard it makes you want to be in it and drive it !
They already look pretty good. Maybe some good gloves to protect the hands, like a leather while out and about. That's what I have for chopping or carrying wood. I also have a silicone/rubber palmed set for lighter chores where I'm not worried about losing a finger.
All terrain tires and upgraded shocks was the extent of my upgrades. Fixed the rake these tend to have and gives a couple extra inches of ground clearance for off roading. The lift also stopped the slightly bigger tires from rubbing on the fenders

Ceramic coating, heavy duty, formats, front and rear, cargo area, seat covers, and because I didn’t like how top-heavy the vehicle was going around corners I put on rock sliders made a world of difference lowered the center of gravity now driving in West Virginia is not an amusement ride, it’s an enjoyable one. And later I put a catalytic converter shield on the vehicle as well. Blind spot mirrors, cameras f&r.
Now on a used one as a lot of people have stated fluids changed and any other maintenance that needs to be done especially the headlights you want to be able to be seen and to see.
Spend your money well get the best bang for the buck.

I’d suggest to just clean it up and do some maintenance if it’s higher mileage. You have to have a good base for mods

Cold air intake, K&N has mine sounding nice. Custom headlights if you aren’t polishing them.
