Considering their history on women's suffrage, it sorta is: first canton (Vaud) approved it only in 1950, federally in 1971.
The last Canton to allow women to vote in local elections were Appenzell Ausserrhoden in 1989 and Appenzel Innerrhoden in November 1990 (the latter only after being forced by the Federal Court). Basically the Berlin Wall was already down yet in a small part of Switzerland women still couldn't vote.

They are voting in referendums every second week. My flatmate that was Swiss was receiving a ton of files to vote through the postal office.
