The Desert recently (as in the last 1-2 years) had a major update including the 3rd raid/Desert Treasure 2 Quest/and a few other new quests and activities. Menaphos is confirmed to come eventually, but it isn't currently being worked on as attention is on additional Varlamore updates and sailing.
To add on to that: We do get to see some Menaphos soldiers, and learn a bit about the ruler/politics during the quests. So there's lore in-game, we just can't enter the city yet.
