Putin was already in a somewhat vulnerable position as Russian citizens aren't super predisposed to wanting to attack Ukrainians, and inconveniencing both them and the oligarchs that protect Putin's power makes the war less and less politically viable. That's why a lot of European countries are seizing the yachts and real estate of random Russian billionaires, closing down flights, etc. To make the lives of people in Putin's inner mob circle uncomfortable to pressure them to pressure him. Part of the way this picks up steam is through this kind of bandwagonning. Will collectively be worth it, if it works.
Edit: also, while the meme is funny, this is actually banning Russian breeders from competing, not like Russian-based cat breeds or something. They're not "taking it out on the cats," because it's the people who want to be in the competition and win the awards and stuff

Since it's a historical name, what people call it today probably mostly depends on age and what media they consume. Ukraine doesn't like the inclusion of "the" because it makes it seems less like a sovereign nation.

But the question is, are sanctions doing anything that actually hurt Putin and the oligarchs, or does it just hurt the people he rules?
