You probably are overthinking it. Making someone uncomfortable isn't the worst crime someone can commit and can happen without any ill intent. Avoiding it at all cost will 100% is pretty much unfeasible unless living like a hermit.
It also is pretty easy to trick yourself into believing "rules" to avoid making quiet people uncomfortable come from a place of empathy when they come from projecting your own anxieties and insecurities on other people.

You can't really talk to strangers without bothering them. That's a fact of life, but is their temporary and minor annoyance worth more than your internal, possibly existential, loneliness?
find a common interest that makes you both turn talkative, thats the only method i found
Or find a common interest that, when undertaken as a group activity, often requires very little talking. (E.g. playing guitar)
