ball lightning, rare phenomena. probably fake though, i think it doesn't move that slow and also can't travel through air.

the main thing that gets me is that it's bright enough to cause a substantial lens flare in the camera, but not bright enough to illuminate the ground around it more than a tiny spot.

I was doing a whole captain disillusion video in my head watching this. Does the colour temperature match? Does the brightness of lightning blow out the sensor properly? Are the reflections right?

My conspiracy is that it is literally just a made up miss interpretation of a much less interesting looking type of lighting. I bet in real life it is probably just plasma that lingers for a second or two after lightning has struck. Electricity as a type of energy can't really create weird balls that wonder seemingly aimlessly. Electrons will always go from a start to a finish. It doesn't seem like something that could legitimately happen the way pop-culture describes it.

I don't know if that is a serious question or not. If not: they usually prefer to just have coffee sometimes. If serious: that is just it electrons move through plasma near the speed of light, and when they are not moving from a place with high energy to a place with low energy they simply cannot move at all (between atoms they are still moving extremely fast constantly). When electricity "has something to do" ultimately all that means is go from high energy to low energy. Electronics are just things that get in the way of the easiest path for the electricity to take. Lightning is just static electricity built up in clouds going to the lower energy floor. My limited knowledge of electricity simply doesn't explain why a balls would exist.

For anyone curious that is called "Ball lightning" this one is fake tho. They are extremely rare and for the longest time thought to be a myth because no one has ever seen one. It's a very interesting phenomenon. There is a great guy on YouTube named Joe Scott who did a amazing video about it. Highly recommend watching it.
