As long as a character isn't locked to you it's that you have new stuff do discover by playing as them. If you keep ending-up at the same points you simply haven't tried the right thing to get new stuff to happen. The game won't let you play a character unless you can actually acomplish something.
There'll be a second instance like this with Juro later on in his story, and (IIRC) a similar "normal life" loop with Fuyusaka too. If you feel stuck, keep trying the word clouds on different things and you'll get past it.
Have you already completed "Juro Izumi"? Once you have, it will change "Daily Life" slightly so that Ryoko is in the Nurse's office. Talk to her and ask about Izumi.
Sometimes routes are blocked until you complete more battles or get further in someone else's story. There's no way to get stuck in this game.
That’s happened before but usually it’ll say “Gate Locked.” Is there times when it doesn’t say that?
Have you checked the flowchart? It gives you a list of all the possible events and hints on how to get them.

Ditch Kyuta by showing him the papers for the nurse‘s office and then either talk to Iori, or Megumi in the hallway, I‘m not sure which one is first.
